The FIFA™ World Cup Bylaws Are in Effect

We are officially 32 days away from the first FIFA World Cup match in Vancouver!

The City’s FIFA World Cup Bylaw came into effect on May 13. The bylaw introduces several temporary measures to support event operations and public safety.

Key temporary changes (effective May 13 to July 20) include:

  • Faster removal of FIFA-related graffiti and unauthorized signage

  • Extended noise allowances to support international broadcasts and event operations

  • Restrictions on street vending, busking, and certain advertising activities in high-traffic and event areas

  • Adjustments to truck movement and routing, particularly in downtown areas

  • Installation of temporary event infrastructure, including fan zones and event signage near key sites

Removal of Graffiti and Signage

The Development, Buildings and Licensing (DBL) team has confirmed that enforcement related to graffiti and signage under the FIFA World Cup Bylaw will apply only to unauthorized FIFA-related graffiti and signage.

Unauthorized Signage

Official FIFA licensees and rights holders have exclusive rights to use FIFA’s protected marks for commercial purposes, including tournament logos, wordmarks, mascots, and other protected intellectual property. Businesses, organizations, and individuals must not use these assets in merchandise, signage, advertising, or promotions without explicit authorization from FIFA.

To learn more about how businesses and community organizations can participate and celebrate appropriately, please refer to Chapter 6 of the Community Activation Playbook.
